District 12 Juror Keith Sutton began the July 24 meeting with a special presentation. Mr. Sutton presented a special resolution to Bossier Parish residents Josh Tell, JP McGovern, Abel Thetford, Jacob Gaskins, Braeylon King, and Rex Fayson in recognition of their heroic efforts in saving a drowning victim in Broken Bow, Oklahoma, on July 3, 2024. Jurors heard from Ms. Ginger Adam Corley, a lobbyist for BPPJ, who presented a report on the Louisiana Legislature's Regular Session under newly elected Governor Jeff Landry. Corley stated that this year’s regular session was general in nature, and tax matters were not considered. She said the Senate filed 982 bills, and the House filed 509 bills. Lastly, she noted that Bossier Parish monitored roughly 100 pieces of legislation.

Jurors heard from Ms. Lynn Bryan with Keep Bossier Beautiful (KBB). She gave a comprehensive report on KBB's activities in the parish. A special thank you was given recognition to Mr. Jim Firth, BPPJ Facilities Director, who was instrumental in helping the organization secure a $2,000 grant from the Enterprise Mobility Foundation that will further support the ongoing beautification, litter abatement, and recycling projects in Bossier Parish.

Jurors also received a report later in the meeting from Mr. Ian Snellgrove, Director of the Office of Homeland Security and Emergency Preparedness, on Tropical Strom Beryl's impact on the parish.

  • Approved the minutes from June 5, 2024, Regular Meeting, Capital Improvements/Building and Grounds Committee Meeting, Policy and Procedures Committee Meeting, June 19, 2024, Regular Meeting, Finance Committee Meeting, Road/Subdivision Regulations Committee Meeting and the June 19, 2024, Consolidated Waterworks/Sewerage District No. 1 Board of Supervisors, Consolidated Waterworks/Sewerage District No. 2 Board of Supervisors meetings.
  • Awarded a quote from H&H Contracting Company for Project No. 2024-129, Bay Hills Pavement Rehabilitation Project, for $166,060, in accordance with quotes received on July 12, 2024.
  • Approved the Benton MPC recommendation of the proposed development of Ace Acres Unit No. 2 to re-subdivide 15.097 acres of land.
  • Approved the Bossier City-Parish MPC recommendation for Michael Kelsch, Raley, and Associates, Inc.'s application for the Chene Rouge Subdivision, Unit No. 1, on 54.128 acres of land in the parish.
  • Approved the Benton MPC recommendation of the proposed development of Cattleman's Trail Estates on 5.50 acres of land in the parish.
  • Approved the Bossier City-Parish MPC recommendation to accept the application of Dan Graff, of Cothren, Graff, Smoak Engineering, Inc., for the zoning change on 3.56 acres of land at 4654 Hwy 80, Haughton, LA, from R-A, Residence-Agricultural District, to B-1, Business, Commercial Office District, for a proposed office park.
  • Approved the Bossier City-Parish MPC recommendation to accept the application of Dan Graff, of Cothren, Graff, Smoak Engineering, Inc., for the zoning change on 27.53 acres of land to change from R-A, Residence-Agricultural District, to B-3, General Business District, for a proposed office/warehouse, self-storage, and Convenience Store.
  • Approved the Bossier City-Parish MPC recommendation to accept the application of Eda Rodriguez for the Conditional Use Approval for the sale of high and low-content alcohol for off-premises consumption at El Novillo Carniceria, deli/grocery store, at 2000 Hwy 80, Suites 108 - 112, in Haughton.
  • Approved the Bossier City-Parish MPC recommendation to accept the application of Donald Barker, Mohr, and Associates, Inc., for preliminary plat approval for 12.585 acres of land for Edgewater Pass, Unit No. 2.
  • Approved the Bossier City-Parish MPC recommendation to accept the application of Andrew Craig, Mohr, and Associates, Inc., to re-subdivide 5.028 acres of land for Willow Chute Commercial Subdivision.
  • Approved the Benton MPC recommendation to reschedule a public hearing on August 21, 2024, to consider approval to re-subdivide 5.804 acres of land for the proposed development of J.E. Jones Subdivision, Second Filing.
  • Approved to ratify and accept the recommendation of the Commercial Vehicle Enforcement Unit Board of Appeals in the matter of Real Spiffy, LLC.
  • The jurors voted to release a couple with a 30-day property standards review of their property on Chandler Road in Haughton.
  • Approved to ratify the Settlement Agreement and Release with FitzGerald Contractors, LLC, in the litigation Cause No. 628,391-A.
  • Approved the resignation of G. Keith Christy, MD, from the Bossier City Parish MPC Board of Adjustments, effective immediately.
  • Approved to advertise for Bossier City-Parish MPC Board of Adjustments to fill the vacancy created by the resignation of G. Keith Christy, MD, whose term is to expire on September 1, 2025.
  • Approved the Fourth Supplement to the proposal from Civil Design Group for engineering and surveying services for the Covington Road Extension Project.
